We have noticed the quality of free WordPress themes has been improving greatly, to the point that some are comparable to premium themes. Of course with Premium themes you gain extras like support, regular updates, compatibility with the latest WordPress etc so we would never recommend against using premium themes.
But for those on a tight budget, we are going to look at free themes that are of similar quality to premium themes.
